MORGAN'S SONS CO., NEW YORK W HEN James Bryce declared with such emphasis, in his standard work on the United States, that America's greatest failure was its municipal government, few candid Americans dissented from his dictum. Since that indictment was published, considerable energy and attention have been devoted to municipal reform. There has, in truth, been a distinct awakening with regard to the urgent need of improvement in the government of our cities. Associations have been called into existence, conventions have been held, books and essays have been written, in the interest of municipal progress and betterment. Even in practical politics the movement for reform has made itself felt in several forms, as will presently be shown. Possibly the net practical results of all this agitation and activity are not imposing either in amount or in character, but, as has been philosophically said, to state a problem accurately is to half solve it. At least we have a vivid realizing sense of our deficiencies and needs, municipally speaking, and are earnestly endeavoring to remedy existing maladjustments. Progress is slow, especially in the political sphere, where the indifference of many and the self-interest of some must be reckoned with; but those who do not despair of local self-government and democracy confidently look forward to substantial success as the direct result of the present campaign of education in behalf of more efficient and enlightened municipal administration. municipal problem is, wherein municipal government has failed, and to what such failure must be attributed. The proper answers to these queries cannot fail to indicate the needful remedy. According to Dr. Albert Shaw, whose studies of English and continental municipalities are helpful even to those who do not sympathize with the author's decided collectivist leaning, the great modern municipal problem may be stated as follows: "How can the environment be most perfectly adapted to the welfare of the urban populations?" A new science has arisen to deal with this problem, a science described by Dr. Shaw as one concerning itself with the "ordering of common interests in dense population groups." This science deals with the political status, structural organization and functional activity of municipalities. It is maintained by competent investigators, and, indeed, evident a priori, that all attempts at municipal reform not based on a definite and exact understanding of the sphere of a city and its place in the state are foredoomed to failure. We must, at the outset, form a clear conception of the rights and duties of a municipality, of the meaning of local self-government. In England, since the passage of the great municipal corporation act, in 1835, legislation has clearly distinguished between local affairs and affairs of a general character. The central authority has abandoned the policy of regulating strictly local matters by general or special laws. The powers of the municipal governing bodies are large and adequate.
