John's Parish, Washington county, to be set off as a separate parish, with certain metes and bounds. In this case the notice required by the fourth resolution of the new code, which is but a republication of a resolution of 1811, has not been complied with, and consequently the committee recommend the rejection of the application.

2dly. An application of the same kind from St. Andrew's Church, Clear Spring, in the same parish, is defective in the same particular, and as to this the committee make the same recommendation.

3dly. An application from certain members of the same parish to form a new congregation under the name and title of St. Mark's Church, being assented to by the Rector and Vestry of the parish, the committee recommend that it be granted.

4thly. An application from Grace Church, Ellicott's Mills, for leave to change its name to St. Peter's Church, being as the committee judge for sufficient cause, they recommend that it be granted.

5thly. An application from an organized congregation in All Hallows Parish, Worcester county, to be set apart as a parish, with certain metes and bounds, being only the completion of the former action of the Convention on this subject, and requiring consequently no new notice, and being also as the committee understand, assented to by the Rector of the existing parish, they recommend that it be granted-and subjoin an Act for that

purpose.

An act to establish St. Matthew's Parish in Worcester County. Be it enacted, That the territory comprised within the following bounds, that is to say: Beginning at the Pokomoke River, and running by and with the line of Delaware, to the road leading from Smith's Mills to Salisbury-thence a straight line to Purnell J. Jones' Mill-thence with the stream of said mill to Amongthem's Mill-thence by a straight line south to Toney Sank Creek-thence along said creek to its head-thence by a straight line to Dr. Purnell's Mill-thence with said mill stream to Pokomoke River-thence with said river to the beginning, be and the same is hereby made a separate parish, to be known as St. Matthews' Parish, and entitled to all the rights and privileges secured to other parishes by the vestry laws of the State of Maryland, and by the Constitution and Canons of the Protestant Episcopal Church in the diocese of Maryland.

The following are the third, fourth and fifth applications referred to in the above report:

To the Convention of the Protestant Episcopal Church in Maryland:

The memorial of the Vestry of Grace Church, Ellicott's Mills, respectfully represents to the Convention, that, the said Vestry believe that the interests and convenience of the congregation which they represent, would be promoted by a change of the name, by which, as a corporation, they are now known to the Convention. Such a change, in their judgment, being consistent with the laws of the Church and of the State, and made necessary by the fact that there is now in the same county and in the same parish, and at a distance of not more than five or six miles, a congregation of the Church, which was organized prior to their own, bearing the same name; and that the edifice belonging to said neighboring congregation being already consecrated, while their own is not, it would seem most proper that the church which your memorialists represent, should assume some other name.

Your memorialists therefore respectfully ask the sanction of the Convention to the change of the name of "Grace Church, Ellicott's Mills," to "St. Peter's Church, Ellicott's Mills."

To the Convention of the Protestant Episcopal Church in Maryland:

Permission having been given by the Convention (1847) to the Petitioners residing in the upper part of All Hallows Parish, Worcester county, to set off a new parish, to be called St. Matthew's Parish :-We the undersigned, members of the Protestant Episcopal Church, residing within the bounds of the proposed parish, and qualified to vote for vestrymen, according to the Act of the General Assembly of Maryland, known as the Vestry Act, do hereby certify, that on Easter Monday last a Vestry was elected and duly organized according to said Act for the same; and that we are a congregation in communion with the Protestant Episcopal Church. We now most respectfully ask to be admitted into union with the Convention as a separate and distinct parish, according to the following metes and bounds, vix. Beginning at the Pokomoke River, and running by and with the line of Delaware to the road leading from Smith's Mills to Salisburythence down said road to Jacob Parker's Mill-thence by a straight line to Purnell J. Jones' Mill-thence with the stream of said mill to Amongthem's Mill-thence by a straight line south to Toney Sank Creek-thence along said creek to its head-thence by a straight line to Dr. Purnell's Mills-thence with said mill-stream to Pokomoke River-thence with said river to the place of beginning.

The Executive Committee of Missions made their annual report, and presented the account of the Treasurer for the past year. (See Appendix.)

On motion, the account of the Treasurer of the Executive Committee of Missions was referred to a committee of three.

The Committee on Arrearages and Assessments presented the following report, which was, on motion, approved:

The undersigned, a special committee appointed by a resolution of the Convention of 1847, page 41 of the Journal, and continued by the last Convention, with instructions to report a proper assessment upon such parishes and churches as have not been assessed, making the same conform as nearly as they can, to the assessment reported to the Convention in 1838; and with the further instruction to inquire whether the annual expenses of the Convention are not susceptible of some retrenchment,-report, that in pursuance of said instructions, they have made the following assessments upon the parishes and churches named below, being the sums of money which the committee deem it just and proper that said parishes and churches respectively should pay towards the fund for defraying the annual expenses of the Convention, viz.

The following report, presented by the Committee on a Diocesan Paper, was read, and on motion, approved, and the resolution adopted:

The committee to which was referred that part of the Episcopal Address having reference to a Diocesan Paper-beg leave respectfully to report, that they have given the matter as faithful a consideration as the limited time allowed them would permit, and are reluctantly compelled to dissent from the recommendation of the Address as to the propriety and expediency of reviving such a paper. The anxious wish of our Diocesan for the re-establishment of the paper offered to the committee, the only obstacle in the way of their recommending without hesitation, the taking no steps as to its revival. We conceive however, that this difficulty is removed by taking into consideration the fact that this disinterested and selfsacrificing effort of the Bishop, does impose on him an additional care and responsibility to the many weighty and trying ones which his office necessarily involves. Especially weighty is this difficulty, when we remember that the almost certain failure of the scheme would make an effort at its revival absolutely unjust and cruel to the Bishop.

Resolved, Therefore, that it is inexpedient to attempt at this time a revival of the Diocesan Paper.

On motion, Resolved, That all parishes and congregations hereafter admitted into union with the Convention shall be assessed for the Convention fund at six dollars per annum, until some other rate of assessment is imposed upon them.
