All believers are at least partially sanctified. They are pardoned, and accepted - received into the family of God and regenerated
Believers in general are not "sanctified wholly." All believers are called saints, but are not " sanctified wholly" Proofs and instances adduced. pp. 243-251.
Entire sanctification the privilege of all believers — proved — First, God wills it. 1, This may be inferred from his own nature; 2, this plainly declared in scripture; 3, is authoritatively commanded; and, 4, is indicated by the inducements to holiness and threatenings denounced against sin. Secondly, God has promised to make us holy. Thirdly, he has covenanted to do this. Fourthly, the prophets frequently refer to this covenant. Fifthly, God is able to fulfil this covenant. Sixthly, God has made provision for our sanctification in the Gospel of his Son. For this purpose he gave his Son to suffer and die; he hath sent forth his Spirit for this purpose-given us a Divine revelation instituted the Christian ministry and established Christian ordinances. God exhorts us to seek this blessing. The apostles frequently prayed that the churches might enjoy it and laboured to bring them into this happy state. Jesus Christ also prayed for this on behalf of his followers - and taught us to
