wives, sons, and daughters work for themselves, on their farms, in their houses, and in their shops, taking the whole product to themselves, and asking no favours of capital on the one hand, nor of hired labourers or slaves on the other. It is not forgotten that a considerable number of persons mingle their own labour with capital, - that is, they labour with their own hands, and also buy or hire others to labour for them; but this is only a mixed and not a distinct class. No principle stated is disturbed by the existence of this mixed class.

Again, as has already been said, there is not of necessity any such thing as the free, hired labourer being fixed to that condition for life. Many independent men, everywhere in these States, a few years back in their lives were hired labourers. The prudent, penniless beginner in the world labours for wages awhile, saves a surplus with which to buy tools or land for himself, then labours on his own account another while, and at length hires another new beginner to help him. This is the just and generous and prosperous system which opens the way to all, gives hope to all, and consequent energy and progress and improvement of condition to all. No men living are

more worthy to be trusted than those who toil up from poverty, none less inclined to take or touch aught which they have not honestly earned. Let them beware of surrendering a political power which they already possess, and which, if surrendered, will surely be used to close the door of advancement against such as they, and to fix new disabilities and burdens upon them, till all of liberty shall be lost."

HIS REPLY TO THE LUTHERAN MINISTERS.

May, 1862.

I WELCOME here the representatives of the Evangelical Lutherans of the United States. I accept with gratitude their assurances of the sympathy and support of that enlightened, influential, and loyal class of my fellow-citizens, in an important crisis which involves, in my judgment, not only the civil and religious liberties of mankind in many countries and through many ages. You well know, gentlemen, and the world knows, how reluctantly I accepted this issue of battle, forced upon me, on my advent to this place, by the internal enemies of our country. You all know the world knows the forces and the resources the public agents have brought into employment

to sustain a government against which there has been brought not one complaint of real injury committed against society at home or abroad. You all may recollect that in taking up the sword thus forced into our hands, this government appealed to the prayers of the pious and the good, and declared that it placed its whole dependence upon the favour of God. I now humbly and reverently, in your presence, reiterate the acknowledgment of that dependence, not doubting that, if it shall please the Divine Being who determines the destinies of nations, this shall remain a united people; and that they will, humbly seeking the Divine guidance, make their prolonged national existence a source of new benefits to themselves and their successors, and to all classes and conditions of mankind.

FROM A LETTER TO GENERAL MCCLELLAN.

May 9, 1862.

"... I have just assisted the Secretary of War in framing part of a despatch to you, relating to army corps, which despatch of course will have reached you long before this will.

"I wish to say a few words to you privately on this, subject. I ordered the army corps organisation, not only on the unanimous opinion of the

twelve generals whom you had selected and assigned as generals of division, but also on the unanimous opinion of every military man I could get an opinion from (and every modern military book), yourself only excepted. Of course I did not on my own judgment pretend to understand the subject. I now think it indispensable for you to know how your struggle against it is received in quarters which we cannot entirely disregard. It is looked upon as merely an effort to pamper one or two pets and to persecute and degrade their supposed rivals. I have had no word from Sumner, Heintzelman, or Keyes. The commanders of these corps are of course the three highest officers with you, but I am constantly told that you have no consultation or communication with them, that you consult and communicate with nobody but General Fitz John Porter, and perhaps General Franklin. I do not say these complaints are true or just, but at all events it is proper you should know of their existence. the commanders of corps disobey your orders in anything?

"The resolution majorities in both branches of Congress, and now stands an authentic, definite, and solemn proposal of the nation to the States and people most immediately interested in the subject-matter. To the people of those States I now earnestly appeal. I do not argue I beseech you to make arguments for yourselves. You cannot, if you would, be blind to the signs of the times. I beg of you a calm and enlarged consideration of them, ranging, if it may be, far above personal and partisan politics. The proposal makes common cause for a common object, casting no reproaches upon any. It acts not the Pharisee. The change it contemplates would come gently as the dews of heaven, not rending or wrecking anything. Will you not embrace it? So much good has not been done by one effort in all past time as in the providence of God it is now your high privilege to do. May the vast future not have to lament that you have neglected it."
